Festival regulations

XX MESSAGE TO MAN International Documentary, Short and Animated Films Festival will take place in St Petersburg, Russia on July 15-22, 2010. The Message to Man International Film Festival is accredited in the International Federation of Film Producers Associations (FIAPF, France). Festival is organized with the support of The Ministry of Culture of Russian Federation, St Petersburg City Administration, St Petersburg Culture Committee, Russian Filmmakers’ Union.

Realization of the Festival is supervised by St Petersburg International Non-Feature Film and TV Center “Centaur”.

Festival program includes:

• International Competition
Documentary films (max duration 120 min), short fiction and animated films (max duration 40 min), which were completed after January 1st 2009, may take part in the International competition. The date of production is determined by the copyright printed on the film.

• National Documentary Competition «Gateway to Russia»
The full-length documentary films (max duration 120 min), short fiction and animated films (max duration 40 min), produced in Russian Federation or having certificate “National film”, completed after January 1st 2009. The date of production is determined by the copyright printed on the film.

• Special Programmes
Special Programmes are supervised by the Festival Organization Committee.

Films participating in the Festival programmes must have English subtitles.

Shipping, return, insurance
Screening copies of the selected films should arrive not later than July 1st, 2010.
The official carrier of the Festival is UPS Company. We can’t guarantee safety of the packages sent by other services. Please note on the package NO COMMERCIAL VALUE, FOR CULTURAL PURPOSES ONLY (shipping address is at the bottom of this page) During film copy transportation to the Festival insurance and postage expenses must be paid by the applicant. Insurance costs covering the period between receipt and return, and return expenses will be covered by the Festival. The copies will be returned to the addresses mentioned in the Entry Form during 2 weeks after the end of the Festival. Videocassettes and DVDs will be kept in the Festival archive except the case of a special arrangement.

Invitation
Directors whose films have been selected will be invited to attend the festival. The invitation can be transferred to the other representative of the film group in case if the director is not able to attend. Festival does not cover travel and accommodation expenses.

Entry Procedure and Selection
Entry postmark deadline for submissions is May 1, 2010.
Each Entry must be accompanied by:
• DVD version of the film
• A completed and signed Entry Form
• Filmmakers’ biography and filmography
• Dialogue list in English and original language of the film
• Typed one-line synopsis (maximum 35 words)
• One digital photo from the film for the catalogue

There is no entry fee. Selection process will be finished in the mid-June 2010. Selection results will be published at the Festival official web site

International Competition Jury and Prizes
To judge the International Competition the Organizers of the Festival will nominate the International Jury. The following prizes are to be awarded:
- Grand Prix “Golden Centaur” and 2.500 USD for the best Festival film
- Prize “Centaur” and 1.000 USD for the best full-length documentary film
- Prize “Centaur” and 1.000 USD for the best short documentary film
- Prize “Centaur” and 1.000 USD for the best fiction film
- Prize “Centaur” and 1.000 USD for the best animated film
- Prize “Centaur” and 1.000 USD for the best Debut film

Grand Prix “Golden Centaur” awarded in a certain nomination exclude awarding the Best Film Prize in the same nomination.

National Documentary Competition “Gateway to Russia” Jury and Prizes
To judge the National Documentary Competition “Gateway to Russia” the Organizers of the Festival will nominate the National Jury. The following prizes are to be awarded:
- Prize “Golden Centaur” and 1.500 USD for the best full-length documentary film
- Prize “Golden Centaur” and 1.500 USD for the best short documentary film
- Prize “Centaur” and 750 USD for the full-length documentary film
- Prize “Centaur” and 750 USD for the short documentary film
- Prize “Centaur” and 500 USD for the best Debut film

Festival Organizational Committee prizes and Public Organizations prizes may also be awarded.

TV and Internet broadcast
Participation in the Festival assumes the transfer of broadcasting rights of film excerpts (10% from the film duration, but not more than 3 minutes) to Russian and foreign TV channels, and to Internet broadcasters.

Participation in the “Message to Man” International Film Festival implies the recognition of the present Regulations.
